Another Customer Service Manager confirmed that my Walmart in Wilton (near Saratoga Springs) will double coupons up to $0.99. They haven't seemed to have told that to the cashiers yet so I would make sure you ask a CSM if your store doubles. Each time they tell the cashier about it they tell them to make sure they don't suggest it, only do it if the customer asks, lol. But if people don't abuse this policy I don't think it will hurt Walmart since they, unlike regular grocery stores, sell so many other items to tempt customers into purchasing.
